The rotor shaft has to come out before removing the left or right bearing housings. I found it necessary to flip the tiller on to the rear guard for access. I also carefully cleaned and polished the shaft surface and housing bore where the seal makes contact. The entire shaft needs to be clean and free from burrs that might damage the seal as you slide it into place.
