Removed both the forward and reverse pedals. Removed the two roll-pins (one inside the other). (The Messick's diagram, and Kubota, claim the outer pin is a spring.
It was actually a larger roll-pin). Slid the shaft away from the obstruction so the clip could be removed. Then removed the the clip at the other end of the damper. Installed the new damper and reversed the removal process. Went to YouTube to master the clip removal process.

With mower deck off, locate under forward /reverse pedal, pull cotter pins, remove, replace and re-install pins.
